The fuse seems fine. What else should I check?

be sure its the only fuse that supplies the windshield motor. Check fof current(voltage) goes thru the fuse(on both pins on the use), about 12 volts using a test light and if it does, then your windshield motor might need a good ground(negative current) to work of the motor is dead
The windshield wiper drive motor. If the switch sends the signal to spray water, the GM turns on the pump and motor. It's unlikely that there is a break in the wire to the motor and not the pump. The motor probably took a dive in the shallow end. Remove the LF microfilter housing to kinda see it. Best of luck.
