For AC induction motors: If the jumpers connect stator windings in either a series (for high voltage) or parallel (for 230v) configuration, then the current will be 1/2 of normal and the motor will probably not burn out, but neither will it provide full torque/full power for the system. For other types of motors, or If there is some other kind of winding system different for high voltage vs. 230 v, then there is no telling what might happen to the motor. .
