When I put Cold Air intake to my Civic, what else should I upgrade so that it will improve HP and MPG aside from Turbos?

A Cold air intake is not going to provide you with noticeable performance increase, but here is what you could do to make your vehicle operation better. Your motor is probably a 1.8L engine, which is not big to begin with. A cold air intake system will ingest high density air into the cylinders for better combustion to increase volumetric efficiency, which means you will have better fuel combustion. In accordance with that, you have to change your exhaust manifold (aka headers), catalytic converter, resonator, muffler and the tubing. (no more than 2 inner diameter). What this will do is yield a higher efficiency in combustion and increase fuel mileage.
