Sounds like whatever bar or pin that keeps that bottom lock secure is not going into the other part of the lock. It's not a good fit and needs to be adjusted. Perhaps remount the part on the door so the pin or bar goes down far enough in the matching part of the lock to engage.

That's slightly hotter than acetylene, but equivalent, spectrally. Arc welding requires a special type of goggle because the spectrum emitted is very heavy in UV. With gas welding you are just protecting your retinas from thermal burns.
