Answer:

Well, those are called stretchies! There made up of elastic rubber tubing attached to the front legs by fleece-covered leather half-hobbles. These are only ever used sometimes in saddleseat as a training aid to help improve better action and required muscle strength to move out naturally. You should only ever use these on horses that have healthy legs. They are safe to use! They just make the horse work more to improve muscle strength. Its a little tiring for them, which is why they are used for a short time only at the trot. It depends, if your horse is not a saddleseat trained horse, then don't bother with them. They are only used on normally younger/better shaped horses with better shaped legs that are sound. Don't ever over use them, it can tare muscle and weaken joints. I'd ask a professional saddleseat rider/trainer if your horse will be healthy enough to use this training method.
Some mfr's make a clamp that fits on the seatpost and carries the lock sticking out to the rear of the bike. The best option is to stick it in a camelbak. Check around and you can probably find that seatpost clamp.bring your lock with you to make sure it'll fit in the bracket.
