Under NY law you cannot proceed past a solid red light, and you can only pass a flashing red light after first stopping, looking, and making sure that entering the intersection will not create a hazard to others. If a flashing red turns solid, it means stop.until it starts flashing again. Under the Manual of Uniform Traffic Control Devices, a flashing signal (red or yellow or green) should turn yellow prior to becoming a solid red. Also, there are different rules about turning on solid red, depending upon whether you're in NYC or not.
it is flashing, at that point you treat it as a stop sign. you top and Proceed when it is your turn and clear. if it stopped flashing, then you stop and wait for a green.
If it is flashing, you have to stop, then may proceed when it is safe to do so. If it changes to still red, you stop and wait, just like every other red light.
