a friend of mine had about a foot of water in her basement from a house 3 doors down from her, can she sue?

the house that caused the damage is abandoned and has been abandoned for over 8 years now. the guy that owned the property died and his kids took it over. my friend asked the guy that owns the house that did the damage, if he was gonna pay for her stuff and what not. he said, he will see what his insurance guy says and never heard anything from the guy. a week later she receives a bill for over $2,000 for the service that was done in her home (they removed the water and sprayed a chemical to stop the basemnet from developing mold. she needs a really good lawyer. the house is not in her name but she lives with a relative. she built a room in the basement for her kids and thats all ruined as well. can anyone give me some info or direct me to a good lawyer. this is in pennsylvania.. thanx
