It's not too late. My girlfriend is almost 23 and I bought her her rollerblades about 3 months ago. It only took her a few minutes to get the hang of it. She even goes with me whenever I cruise around on my Penny. The key is to just have fun with it. If you have friends who skateboard, Pennyboard, scooter, etc, then go out and skate with them. If you start taking it too seriously you won't learn as much and you wouldn't be motivated enough to keep at it.
Vinegar diluted with a water, or vinegar alone. Also, bleach and water or Tilex.
How ever much hose you have. That's about how much it will take. LOL
