I have a 1994 toyota celica. When I try to start the car, the starting system fuse blows. What can this be?

All other components of the car, lights, ac, signals, all work. It is just the fuse that keeps blowing. I replace it, and when I try to start the car, it blows.

starter relay is shorted.
you have a short to ground.
