Computer charger problem?

Alright, so this is my bros computer. His cord has two taped parts cause it was bitten by there dog. Earlier today it was working fine, no problem, but it gets hot easily, and now i have to keep it in a specific place all the time and its getting annoying and keeps going out. So did the thing run out of juice or something, is it the tapped places because i been adjusting those a little things a little. This charger doesnt have a fan. Do chargers suppost to have fans?

To answer the last one first - no, it is common that laptop chargers don't have fans. The problem is quite likely the cord that was bitten by the dog. This is likely to have caused a short in the wires, which can and will blow the computer and / or the charger if you're unlucky. Shifting the charger around is likely to exacerbate the problem if there's a (partial) short in the charger. If it is the cord from the charger to the wall, get a new power cord. If it is the cord from the charger to the computer, get a new charger. And don't let the dog bite it again.
