The main reason for this is that the makers are not mixing cornstarch with the raw plastic. This keeps the plastic molecules from bonding to each other. They bond to the cornstarch instead. Once the bags are exposed to the weather, the cornstarch dissolves and breaks up the plastic. All plastics will breakdown to their original constituents once they are exposed to sunlight and water. One of the reasons plastic bags are used is because the materials are cheap and they are recyclable. Another reason is that they keep the forests plentiful because they reduce the need for trees in making paper bags. As for reducing garbage, recycle more stuff abd burn those things you can.
Yes, plastic bags are degradable - just leave one in the sun for a few weeks and see for yourself. Also, it takes less resources and less energy to make a plastic bag than it does a paper bag. Your best course is to take your own bag with you when you shop and don't use plastic or paper bags or other wrapping except where necessary for hygienic reasons.
