Answer:

I would consider a typical Ar-15 variant chambered in .22LRYou can add optics or iron sights on a lot of themAsking for great 100 yard accuracy out of most .22LR semi-autos is a little stretch, but its certainly possible to be within 2 MOAThe colt M4 carbine .22 tactical is pretty close to what you wantPretty decent rifle tooMight also consider the SW .22LR as well, although i have heard mixed results from usersI Still like the ruger sr-22.
How about the Puma PPS2250? It has a synthetic stock and 50 round magazineKodiak Outpost is out of them right now but I'm pretty sure the price was around $400.
Smith and Wesson AR-15/22Looks like an M16 but has a dedicated semi-auto upperSo - what part of Canada do you live in? Back in 1995 I was told I could not bring my M1a match rifles across the borderEventually I contacted the correct person and a permit was arraingedHowever, every time I cross the Alaska/Canadian border or Washington State/Canadian border they go wild asking about pistols and semi-auto rifles My Canadian friends say they would be in jail if they had the modified 10/22 and other semi auto rifles I have
Check your sources before you go buying unlimited round magazinesLast I checked when I got my firearms licence there was a limit to the amount of rounds in a magThat being said, A ruger 10/22 is probably your best betIts low cost, reliable, and there are tons of accesories for it for very reasonable pricesHere is how I would set it up: Ruger 10/22- $300 Butler creek 20 round Mag.-$30 Christie Christie 10/22 super stock- $120 the rifle comes with a weaver scope rail that installs in secondsI bought a cheap red dot sight for mine and its pretty accurate out to about 100 yards though I'm not looking for super tight groupsJust dead squirrelsAnd the factory flip up iron sights are still in place You can get other stocks for it too that make it look more tacticoolAnyways, Good luck and good shootingP.SIf you get the butler creek or any other mag for the ruger, do not, I repeat, DO NOT, get one with plastic feed lipsThey just cause feeding and extractor problemsAlso check out a GAT trigger systemNot sure if its legal but looks fun.
