Are traffic lights programmed differently?

If I am on a major road and I have a green light but see a car waiting I know there is a good chance that this light will change soon. With some traffic lights I have noticed no car waiting and the light still changes to red on me. It would seem that the light should only change if a car is waiting for a green light. Are traffic lights programmed differently or are they similar?

traffic light are on a timer , and also fitted with infrared signal sensors. if your theonly one at a traffic light junction at night flash your headlamps and the lights will change to green.or you can use a replacement tv remote controll to activate a set of traffic lights.
most lights are sensord individually depending on the road in use. and also change throughout the day depending on traffic. some hold lights on green for longer if it detects a car approaching and its a main road others automatically start a change in sequence if it detects a car from a quiet road onto a main road . so look at the enviroment your in as well as the lights and cars. gather as much information as you can from any means
