Are those lil replacement windshield wiper jets that have lil blue LED‘s Legal in California?

Red or blue will get you a ticket even if not turned on since only emergency vehicles are authorized to have red or blue lights visible from the front of the vehicle.
No they are not. White or Yellow are allowed. You may not have unauthorized lights on the vehicle. Doesn't matter if they are turned on or not. Illegal lights, whether or not they are operating. It is illegal just to have them on the vehicle (24003 VC).
