Some smoke detectors do that when you first put the batteries in or if you hit the 'silence/test' button. It continues for about five minutes then stops. Check the manual that came with it. - YES, my new detector did that when I installed the new batteries. My old one didn't do that. And I too thought at first something was wrong. But since I just installed it and had the manual I read that was normal. And I also have taken new batteries right out of the package and found them to be weak or dead.
the second tires would be too small, they are not wide enough to sit on the rim. why not put the first tire on all 4 rims? if you decide two snow tires you would definitely need them on the front since those are your driving wheels.
