Baseboard hot water heat not emitting much heat.?

I've got a temperature problem in my rental apartment. The hot waterboiler kicks on and stays on for a long time (even just to raise the temp 5 degrees), I'm talking 40 minutes. The Aquastat is set for 205 degrees. Yet, the radiators emit very low heat. This is only a 300 sq foot apartment. Pipes have been insulated with foam, There is no airin the system as opening the pressure valves on heat baseboard allowsgood even flow of hot water and shows no sign of air. Any suggestionswould be appreciated. The sytem is nat gas, hot water baseboard. andis dated around the late 60's, early 70'sThanks in advance.....

check to see if your circulation pump is operating.and if your system has a fill troll valve/pressure tank combo. whats the pressure gauge say.if your pump isnt running up to speed( IE not moving the water no heat will be distributed through the pipe ways ) see if your fill valve has a manual bypass if so open the valve by hand and watch the pressure gauge at the same time if the pressure comes up try shutting down the system and pulling cap from bottom of the valve. make sure to isolate the system by closing off all valves to keep from draining to much water from system or you,ll have to re up the antifreeze level. if the screen in fill valve isnt clogged up replace the fill valve.some times the pump seems ok but isnt moving the water like it should check the amp draw if its higher than should be change the pump,while you have the system off you might take the pump out to check the impeller,also check to see you didnt have an occupant that thought he would be smart and close off some valves especially if you had to force them/him out ,also check the draft make sure the boiler itself isnt plugged up with soot feel the vent pipe is it hot or warm if its only warm the heat isnt running up through the heat exchanger plates if this is the problem you need to call a tech or take it apart and clean the soot from between the plates, this is a dirty job and caused from having to much fuel to air ratio. if you arent machanically inclined better make a call.( hope this helps )
I am not an expert, but I have a similar heating system in my house. It sounds like the thermostat has gone bad and needs to be replaced.
It might be air-bound. Did you try bleeding off any air? There should be a key valve at the end of the unit. It takes a special key. Also check the valve leaving the furnace to see if it is all the way on.
If you live in a hard water area, as I do, the HW cylinder may be choked with lime. After some time this stuff envelopes the heating coil and prevents heat transference. When I changed my cylinder it was a third full of lime which resembled glass! You can check that the heat is travelling around the coil by feeling the flow and return pipes immediately next to the cylinder. Both should be pretty hot. If they are, you need a new cylinder.
bleed air,pump working,,,some baseboards have a damper on them so they can be shut to stop air flo over radiants,,,are they wide open ,,also due to air flo over radients from the bottom and out the top they can get plug ed with pet hair etc on the bottom side,,,if these don't help,,call a appl tech.. i dont spell well but i have 38 yrs exp working on boilers,,,,HAPPY NEW YEAR
