I want to know the name of a digital camera that can shoot 1080p videos with great result in low light and the price is upto 200$. Please also add reasons!!

Could be a sensor going bad or an intermittent problem. For peace of mind, bite the bullet and have it checked out.
You can forget it. While Kodak, Benq, Vivitar and GE are truly bad, just about anything in that price-range is barely adequate for video in daylight - their small sensors just can't cope with anything lower.
that camera does not exist. Only a camera with a large image sensor like a dSLR or ILC or dedicated large sensor camcorder can do this. No compacts can give clean video in low light, their image sensors and apertures are too small.
