Bicycle U-lock - What is this piece for?

I bought a bicycle U-lock and went to go assemble the holding bracket on my bike but I can't for the life of me understand what to do with some of the parts. I know one of the rings goes around the frame and the other one is there to fit the U-lock into it. The two long screws and nuts hold the bracket to the frame but what the heck are the other pieces for? One is a P-shaped piece of metal with a swivel-mounted screw. Along with that is another nut, and a washer piece. There is only one side with a hole for this piece to fit into but it makes NO SENSEI tried with every configuration and the piece just doesn't do ANYTHING!. I anyone can explain to me the purpose of this piece, that would save me from this frustration. Thanks in advancesee the link for a pic of the item.
