putting up my christmas tree and the heat registers are too close.even closed they still have a great deal of heat coming out of them.what else can i do to block the heat .ive thought i could shove a towell down the duct but is this a fire hazzard too.

Answer:

You can have foam insulation put into the cinder blocksThey are hollow in the middle and overlap each other so the foam will go to the bottomIt is still a very hard to do process and insulating from the inside is still the cheaper way to go.
Expanded polystyrene is the best option other than the spray foamWhy is That not an option? The look? There are lots of coatings that will cover the pink and blue sheets and provide a nice look- some coatings will provide an additional R value as well.
Greg, I used to build pole barns years back, even owned a dealership with one company that sold all metal building productsThey had a product like you wrote about, only it was about 5' wide and had about 2 of roll insulation on one side of itCheck with a local 'Pole Barn dealer'(Mortan Pole Barns) and ask them about this productYou could even overlap it at the edges when you drape it down the exterior wall, then tape each joint with duct tapeThe only thing I would say is, if the wall is very taller then hanging it might be a challenge- not like your basement wallGood Luck and keep it hanging.
Your preconcieved notions have made your material selection very difficultIn any basement condensation will moisten fiberglass insulation between the plastic vapor barrier and the block wall which will reduce the insulation markedlyExpanded polystyrene sheet can be glued to the wall directly and will not pick up moistureStandard drywall can even be glued to the properly glued expanded polystyrene and finished off nicelyYou cannot put electrical feed throughs in this finished wall so they must be flush mountedOf couse, you could glue 1 x 2 or 2 x 2 to the expanded polystyrene and drywall to the wood and then have electric feed throughsI would reconsider the refusal to use expanded polystyreneIt is very safe and suitable when done properly.
Lift the registers and put a sheet of aluminum foil under them when you replace them.
