Unless your PC had W7 and a touch-sensitive screen then there would be little point. With no user input devices the machine would do little apart from consume your electricity bill.

Arie has the best answer so far - ignore the other two. I would assume you want to boot w/o keyboard and mouse because you are going to use it as a file server, or something you want to RDP to. The challenge will be the bios error reporting as by default it reports the error and makes you enter a key (sort of redundant when you don't have a keyboard). You need to go into your BIOS and change the error handle to continue past errors. That will get you to the point of the login screen.
Most likely your BIOS will pop up an error, as it will check for a keyboard to be attached. Attach a keyboard, enter the BIOS of your computer and disable the check for a keyboard or enable it to continue even if an error occurs and it will boot without a keyboard attached.
