Brake lights not working, bulbs replaced?

My 1996 mercury mystique brake lights were out on both sides. I replaced both bulbs and they still don't light up, but they do light up when my headlights are on.

when they light up that,s the tail lights you see ! as for the brake lights check the brake light switch up by the brake pedal, it might need adjusted or replaced ! those bulbs have a double filament and the brake light side is not working ! did you check the brake light fuse in the fuse block ?
Did you check the fuse under the dash? That is a common cause of the problem.
Get underneath the guidance wheel and push brake pedal down,you should see a switch button come down when the brake is is pushed down,if no longer there seem for a change on the master cylinder underneath the hood. Unplug the wires and check continuity between terminals when swap is activated
first check your brake light fuse and if it's ok you will need to replace your brake light switch which is up under the dash on top of your brake pedal.
you have a brake light switch on the brake pedal as well.
