I honestly would go with a telescopic rodPersonally, I have a Daiwa Triforce Shorty rod that is three feet, and awesome for keeping in the back of a carBut, it's probably too big for a zip lockWith a telescopic rod, you're going to be able to fit it in a very small bag, and still have the advantage of a longer rodShakespeare also makes an Ugly Stik pack rod that is 6' long, but 4 pieces (1' 6 each)I think any of those would be good optionsIn very shallow water, I've had the best luck with Mepps spinners and Rebel CrawdadsI posted a link for each of my favorite products.
You would be better off to put it in something more durable than a zipper bag,like a biscuit tin or some other metal can type of container,that could also be used to cook the catch in,shortbread cookies,holiday cookies come in these tins,and are better for carrying fishing kits,with sharp hooks and things like weights would tear a hole in the zipper bag quite quickly and easily and you'd have everything falling out,not good at all.For gear,you'd want assorted hooks,and weights that clamp onto the line,and line of different strengths,about fifty yards of each size,then a spool of some sort that could serve as a reel and a few ring eyes you can screw into a sapling for a crude pole,or take a telescopic pole and fit it in the tin,several mepps spinners and a few rooster tails,a few daredevle spoons and some castmasters in different sizes and finishes,and some spare treble hooks and split rings and some snap swivels and don't forget a chain stringer and pliers and a knife.A few foam or wooden floats would also be handy to have in there.The smallest kit would be an altoids tin,and you would be amazed at how much can fit in that tin,'course you wouldn't fit the telescopic rod,but improvising one is do-able.a simple utility knife blade can be taped to the inside cover easily.Safety pins come in handy for making a tiptop of a rod with.There's plenty of these demo tutorials on youtube if you look around on it.
