In Minnesota, they can -- IF their probation allows it. After probation is done they can apply for the license just like anyone else. (Strange thing is that felons in MN can hunt with a muzzle loader, but not with a rifle...) It really depends on where YOU live. You need to check with your local law enforcement/government agencies.

I don't know about a bow but a muzzleloader is considered a firearm and we know how the law feels about felons and firearms.
