Solar energy is energy from the sun. What you meant to ask is: Can a light bulb filament produce electricity from light energy? The answer is no. You need a special device (photovoltaic cell) to do it.
Nope. The light from a light bulb is thermal radiation. If you shine enough light on a light bulb filament, it will get hot enough to glow and emit its own light, but it isn't the right material to exhibit a thermoelectric effect, nor is it in the right configuration.
