Can a mobile crane be used to lift heavy load and carry it to a different place?

Since a crane has to extend outriggers while performing lifting operation , is it ok to allow a crane to transfer materials by carrying without extending outriggers and lifting and carrying load to different location especially in construction industry for safety reasons?

Answer:

Yes, this is not only possible, it is done by cranes that are designed to operate without outriggers. There is a company called Lampson that has a whole product line of these cranes (see link). I have personally witnessed a number of lifts where an outrigger-less mobile Lampson crane moved a load in the multi-hundreds of tons during construction of a nuclear power plant.

It would work but there's the danger of the load swinging damaging the crane or other vehicles or losing it's centre of gravity toppling etc. when it's moving. For most lifts the outriggers are required to stabilise the crane itself - not the load. You're dead right - the on-site safety protocols that are in place these days demand that everything is done absolutely the right way. If anything goes wrong there's be hell to pay for anyone involved even if they've done their best to get things right.
For a lift the operator must know the weight of the object and the allowed angle of the crane (straight out horizontal may tip the crane). If the crane moves there is also a dynamic load (if the crane stops suddenly the load may keep moving and tip the crane). Therefore, only modest loads can be lifted and moved while outriggers are used for maximum lifts and to stabilize the base (on pneumatic tires?).
