Our neighbors kid has been acting strange lately. Cursing in Latin ,spiting on people, killing small animals,and I think he tried to kill his baby sister. His father has had to chain him to the bed at night. He fears for the rest of the family. I've asked our Pastor to just talk to this kid. He refuses,and suggested I ask a Priest to help them. What should I do ?
basically anyone could perform exorcism at any given circumstances, granting that you have a strong faith and the will to overcome evil. easy as this may sound but it's much more easier said than done, it takes a lot of courage, strong will and determination to exorcise.

And these ??signs will follow those who ??believe: ?r?In My name they will cast out demons; ?s?they will speak with new tongues. the bible shows that any body that is born again, and believe in the power of God can cast away demons, so yes a Pastor can, cast away demons.
The pastor can possibly perform an 'exorcism' as described in the Bible [Acts 19:13f ] which failed spectacularly. But if you're referring to the casting out of demons in the name of Christ - that could work.
While I'm sure you're trollin', I'll give a serious answer just in case. An exorcism isn't gonna help the kid since ghosts / apparitions / spirits / whatever else don't exist. What he needs is a little rough discipline from the criminal justice system. Juvenile delinquents sometimes have associated mental disorders and/or behavioral issues such as post traumatic stress disorder or bipolar disorder, and are sometimes diagnosed with conduct disorder partially as both the cause and resulting effects of their behaviors. The kid needs psychological help.
