Can a school district refuse to let buses go over speed bumps?

Our sub-division recently added speed bumps to prevent speeding traffic. The ISD is now saying they will not allow their buses to pick up the kids. There will be one pick up at the front of the sub-division, which for some would be a 15 min walk. This will create a large group of kids congregating and also there are no sidewalks leading to the point where they want them to meet. What do you all think?

There are fittings called 'sharkbite' that might make it easier, if it isn't galvanized piping. knob that turns it on/off and hot/cold is what broke off. You can probably get a replacement, but you'll need to know who the manufacturer is. Maybe a kindly soul at a hardware store can help you out. If you want it fixed fast - call a plumber. Otherwise you may be in for a 'learning experience' and it may take some time. I'm a plumber and when my car breaks, I go to an auto mechanic. I could probably fix most things myself, but they're better at it than I am.
