Physically? Yes with enough extra parts and lots of work. Would it ride? As long as all you want to do it go straight. There is a group of riders that put a car tire on the rear. The are called the Dark riders. Do some research and you can find ways to make this work, and while the ride is not the same as a motorcycle tire they do report that the bike remains under full control.
Sure, if you are a good enough fabricator. You wont be able to buy off the shelf parts to do it though.
If you can find the correct size you can mount a knobby on a street bike. Why would you want to? Touring bikes have plush suspension and would suck off road. I guess it would be ok if all you want to do is cruise dirt roads. But why don't you own an endro?
