I'm not sure exactly what you mean by insulation tapeIf you mean duct tape, then it will probably workA better choice is reinforced packing tape, the kind that has those annoying stringy things in itMountain bikes use less psi than road bikes, so you'll have more leeway for different kinds of tape iif it's a mountain bikeTrue rim tape is fiber reinforced for high psi, and also holds up well over the years (which is where most substitutes end up deteriorating)Any bike shop should have rim tape for a few dollars per wheelEither way, make sure your tape width is sufficient to cover all the spoke holes and extend beyond them several mm to the sides Don't go too thick with layers either, or it gets hard to put the tire back on.
