can i use scaffolding over hard soil?

summer...dirt is rock hard...it was bear soil so no grass to hold moisture. it's uneven but i heard there are jacks to level it out.

Absolutely ! I've done it many times. All bottom sections use flat shoes, with or without adjustable jacks or wheels. You should learn how to use the type of scaffold, that you plan on using and be sure to follow the safety instructions. Good-luck
Yes you can the only thing you should do is place a 12 x12 piece of 3/4 inch plywood under each jack stand to help spread the load of the scaffold. I'm assuming this is a standard welded frame residential use scaffold and that you will be properly informed on it's use and erection.
