Question:

Can I use Windstorm of Etaqua to flip an opponent's monster to face-down defense?

Yugioh card gameWindstorm of Etaqua reads Change the battle positions of all face-up monsters your opponent controls. If it allows me to turn the card face-down, my opponent would not be allowed to use the affected card's effects, making it easier to destroy it using Bottomless Trap Hole, Shield Crush, etc. If it can only be switched to face-UP defense, my opponent would still get the card's effects.

Answer:

You can buy a green or broke horse for only partial cost of breeding, pre- and post- natal care, and the cost of three years of boarding. Why on earth do you think it would be suitable for you to have a foal? Do you have extensive experience in rearing youngsters? Do you have extensive experience on ground training? Do you have extensive experience on backing a horse? Do you have a place equipped for training a foal? Do you have the supplies and resources you'll need to train a foal? Do you have any experience dealing with a pregnant mare and knowledge of warning signs? You don't NEED to have a horse and quite frankly I wouldn't get suckered in to paying for a stud fee. For all you know this will turn around and stab you in the back. There's hundreds upon thousands of young, green, and broke horses out there, you just need to research it. I'm horrible at math but there is one equation I understand: Green horse + green rider black and blue

The permit will be based on the water. You can call the city and find out. If you try to do it without getting a permit, you WILL get caught, because many cities have systems that trigger an alert when the water pressure in those lines drop. You will be hit with a fine and possibly criminal charges (theft of water). Much easier to get a permit to use the hydrant.
