Question:

Can you get an electrick sock from the rubber/plastic part of a car window?

Can you get an electrick sock when you slum the door of your car and touching the rubber/plastic where the window holds on to? isn't plastic an islulator?

Answer:

It called static, and it's caused by YOU.
i would love an electric sock
Yeah plastic is an insulator but In this case it store potential charge in to it, when a conductor comes in contact (you) then it releases the charge (as the charge flows from high potential to low). So it can give a shock. It is very obvious to ask where from this charge get into the Plastic?? Have you ever rubbed your plastic scale and then take it closer to paper bids? (it is weired, isn't it? ;) ) If not then do it right now. the plastic scale attracts the paper bids because it has got some potential due to RUBBING. I think you got your all answers..... :) Hope it helped.
