Despite what the correct answer will end up being, water is just fine. The voltage present in a car is not high enough to cause a shock so throw water on it fast and get the fire out. I've seen this in person where guys are standing around like a bunch of clowns trying to decide what should be used and I just soaked them all with a hose, including the car.
alarm clocks will probably not scare your rats, they will probably be awake already so there should be no problem. i have two female rats and i have my alarm clock set for 6: 30 and they seem to be fine when it goes off.
