If a victim or legal gaurdian of a victim doesnt press charges on someone for a crime of any kind i mean like car theft, buglary, rape, statutory rape, ect. can the state, federal or anyone else press charges and send them to jail or court?

Only for criminal offences. Such as statutory rape, raping a child, murder etc. a civil offence however needs charges pressed for you to go to court this si things such as damage to a neighbours fence, assault, damage to a mailbox ina street etc.
Yes the state can file in the best interest of the family victim. For there protection. Rape and statutory rape.
