Yes, the make of car would be good info. As an example, Subarus attach the arm to the pivot shaft with a nut to hold it down. The only problem is, the shaft isn't splined, so if the nut comes loose the arm doesn't move when the shaft spins. Ingenius, huh?
It is probably the linkage. Also, some cars have a type of fastener mechanism that if the wiper jams the connecting bolt will loosen. All you have to do is re-tighten the wiper arm fastener.
It's not the wiper motor. There's only one motor and so if one wiper works the motor is fine. There is a fairly simple mechanical linkage between the two wipers, and some part of that has broken. This should be a cheap and easy fix, so don't let your mechanic rip you off. If you're really brave, it's the sort of thing you can take care of with basic tools and a trip to your local junkyard. The G35 already has a cold air intake. Aftermarket intakes on this automobile handiest change the sound moderately; they do nothing considerable to the vigor curve. Maybe 1-2 HP at most, which you can in no way realize. A better bang for your buck may be the MREV2 plenum and a plenum spacer. 15-25 HP mod.
cold air intakes are gimmicks for the unknowing. Do you really think that some schmuck aftermarket company knows how to make an intake better than Infinity? (or Ford, or whatever company that has 1000 engineers on staff to design the cars to begin with) If some little difference like that would make more horsepower, then the manufacturer would have done it to start with. They're smart that way. All you gain with cold air intake is oohs and aahs from teenagers. If you want to make the car faster, think nitrous, big turbos, or a bigger engine. You might also consider changing the ring/pinion ratio in the rear end. (RWD, isn't it?) That makes a HUGE difference in acceleration, but it also has an effect on freeway RPMs. Talk to your local speed shop and they're explain it if you don't already know.
