Cold air intake questions?

Hi, I just ordered a cold air intake with the piping and filter off of eBay, for my 86 prelude, but it did not come with a heat shield. Does a heat shield do anything? And would I be able to make one myself because I can‘t find any online.

Well, it's not a cold air intake if it doesn't have a heat shield, is it? The factory put a cold air intake on it when they built it.
Doesn't matter. The cold air intake doesn't really do anything anyway except decrease performance. So don't waste any more time or money on it. Read this post on why they don't work
It is called a heat shield, but it is more like a divider under the hood. It houses the cold air intake filter (Like an air box). In there, cold air is being such in from the outside. Higher temperature air under the hood can't get in there. The cold air intake system project is a fun project, but don't expect anything out of it. It does very little to your car, you won't notice it. You can hear the induction noise much better, however. You can wrap the intake pipe with something to keep it cool. It does not soak up heat as much. If you want your car faster, the cheap way is to make it lighter, and put on smaller wheels. Save up money for a new car. You can't turbo a carburetor. It has no ECU.
