Because you need more and more copper (hardware, making steel) and that China asks a lot for it. There is more supply than offer consequently, the value goes up. It's not the only element, Ni, Mn, Zn have gone up a lot this year.
Its worth around 7500 $ per ton. 1 ton =2200 pounds. About 3.4 $ pr pound. Emerging economies like china/India creates a bigger demand than we can supply
