It's legal unfortunately, It's a public road and the police department took her word for it being an abandoned vehicle. although I feel they should have run your plates and knocked on your door to inquire about it before towing it, I'd just bail it out and stick a sign saying THIS IS NOT ABANDONED, PLEASE DO NOT TOW, and only have it up while your parked in front of your house. I've had neighbors from hell like this, always make sure you can do what you can to counter whatever they may try to make things harder on you, you can't make them move, and I assume your happy in your home, just be quiet near them and let them put the shame on themselves over time, I've done that and they got so embarrassed the moved. I wish you the best of luck my friend, I know it's hard, but you've gotta buck up and move on nowadays. another shot of advice, or on my opinionated thoughts I should say is, try contacting the police department, it was towed under the assumption that it was abandoned, which it was not, and if that doesn't work, contact your Mayor, scheduling a face to face meeting usually helps more, I've done that when they towed my car from my driveway claiming it was in the way of the plow trucks, only to find out my last name is a sour spot for a certain officer, and his actions were justified only as disgruntle.
