Yes because now its a age of mechactronics not only mechanical. its hard to electrical for mechanical engineers but its not too much hard to learn mechanical for electrical engineers.
That can depend on where the engineer is working and what their work history is. In the company where I worked there was an electrical engineer who was considered an expert in all types of rotating equipment from pumps to compressors to turbines. He was also considered an expert in piping, pressure vessels and heat exchangers. All areas typically considered areas covered by mechanical engineers.
With proper training and certifications, yes. But generally, no. Only Industrial Engineers have enough ME knowledge to work as Mechanical Engineers.
The specialization is different, so that an engineer of one field will have to do courses or be trained to perform in other field.
