Answer:

1) You can't reserve parking spots, unless you own the land. 2) Leaving a device with compressed gasses in a place where a car might run over it opens you to liability if someone's car is damaged by running over it. Even more liability would accrue to a bystander who is hit by a piece of flying debris (if there is flying debris) 3) Is it legal? I don't know, call a cop. They'll come, look at the situation and probably move the fire hydrant to a safer location.
I suppose you could be cited for littering. You certainly cannot enforce you reservation of said parking slot and it would be poetic justice if a cop cited YOUR car for parking in front of a fire hydrant when you forget to take it in.
She probably doesn't have much self esteem and feels ugly or bad without any on. I think you should have gone up to her and said that because it might have made her feel a little better. (: I think the most beautiful girls are the ones with no makeup/very, very little.
My ex husband (of 12 years) used to get pissed at me and throw me a pillow when I was in the living roomAnd of coarse I'd have to yell stupid stuff like that's ok I like sleeping on the couch anywaybut I really didn't.
