Do I need to replace the water pump too if the only water pump pulley needs to be replaced?

Also the mechanic claimed he'd have to hoist the engine because he wont be work on the car without doing so, is that necessary? The car is a 1999 Pontiac Sunfire with a manual transmission and the 2.2 engine. Also I'm wondering why the radiator fan is not working, it looks like the cables were unplugged , why?Thank you for your time

Yes, he does have to hoist the engine. He could put a floor jack under it (after he loosens the motor mount) and put a block of wood between the jack and the oil pan but it's safer to use an engine hoist. I would go ahead and replace the entire water pump and not just the pulley. If you're having to pay for all that labor it would suck to have to pay for it again when you already having someone get to the water pump. The wire or connector could have just come undone on it's own, it does happen.
