Off-ramps are generally posted with an exit speed limit if you just go that speed you'll be fine. 3. Oregon has some of the cheapest auto registration fees in the country. If you really like your Cherokee plates, then I suggest that you call the DMV to get clarification on that. 4. I think that it's 90 days. (I know that OR DMV requires that you inform them of address changes in that timeframe.) 5. Oregon DEQ does emissions tests for cars registered in urban areas. You'll need to pass before you can get tags (and every two years to renew). There's a bunch of stations, you drive to whichever one you want, they do the tests (different for different years of cars), and if you pass, you pay the fee. DEQ will handle DMV registration renewals for you at their station (so you'd pay both fees.)
