A lock of hair is mostly comprised of protein not cellular material so it will not carry any human genomic DNA (DNA from a person). It will however contain mitochondrial DNA, which is not the kind of DNA that can be used to clone an entire person as mitochondria are not people. The only part of a hair that may contain DNA is at its root where it was in the follicle, where living cells are located that create the hair shaft. Hair that has naturally fallen out does not have enough cellular material to obtain intact DNA. Usually hair that has been pulled out of a follicle while it is still growing will be the only type to provide enough DNA for forensic analysis, but unlikely enough usable DNA to clone a person (at least with the current scientific technology). So the answer is no. By definition, a lock of hair is a bit of hair cut off, so it will not contain any root, thus it will not have any human DNA that can be used for cloning.
