I know they aren't regulated as firearms.Do you have to be 18 to get black powder/bullets for them?

I know you have to be 18 to buy black powder and smokeless powder so I would assume yes that you have to be 18 to buy a muzzle loader and bullets. Could just make your own bullets with lead and a mold.
I am not aware of any Federal laws or laws in my state that limit the age to purchase a muzzle loader to 18 or more, but it would not surprise me if stores had a policy setting the minimum age to 18. You could probably get one off of the internet and at most violate a store's terms of service.
Since when are bullets regulated? Ive walked in and bought just the lead bullets for a while... even before 18... Now no i couldnt buy powder/primers/percussion caps but i could buy bullets.
in general, yes. most states regulate the sale of long arms and all firearm related items for 18+(including powder and bullets), I know there's at least one which doesn't have this restriction, can't think of it.
ATF has previously determined that certain muzzle loading models are firearms and subject to the provisions of the Gun Control Act of 1968 (GCA). All of these guns incorporate the frame or receiver of a firearm that is capable of accepting other barrels designed to fire conventional rimfire or centerfire fixed ammunition. Therefore, these muzzle loading models do not meet the definition of “antique firearm” as that term is defined in the above-cited § 921(a)(16) and are “firearms” as defined in 18 U.S.C. § 921(a)(3)
