Paper muffin cups are not strong enough by themselves to hold up the batter without a muffin pan-that's why you usually need to use a muffin panHowever, you can buy muffin cups that are two layers-aluminum and paper-that are made for use without the muffin panI've bought them a few times when making lots of muffins to supplement my muffin pansYou might look at the grocery and see if it's cheaper to buy an inexpensive muffin pan and paper cups or the foil ones (which you need to put on a sturdy cookie sheet)Good luck!
You need a muffin panJust baking them in the paper cups won't work because they are not sturdy enough to hold the batterI think that's what you were asking anyway.
Much better to use the paper cups no matter what type of pan you use.
