after all the accidents that have been caused by using mobile phones is it not time the goverment put a complete ban on hand held and hand free mobile phones in all vehicles, after all before mobiles there was no problem

No. Lets look at the good mobile phones can do. There is a feature called *77. You can call this number when you are being pulled over by a unmarked car. You can ask the operator if this is a valid police officer and if not they will dispatch a bunch of police at a moments notice. Also, if you are out of minutes and you have a medical emergency, you can still Dial 911. If you are a victim of a hit and run, you can pull out the phone and call the police and give them their license number. Cell phones are like drugs. Drugs in themselves aren't bad, its when they are mishandled and abused that they become dangerous. Cell phones are the same way, good when used properly, a problem when used haphazardly.
Yes, I fully agree that mobile phones should be banned to all drivers while driving their vehicles on the road. There are far too many accidents on the road involving drivers with their hand-held phones. They are a menace as far as safe driving is concerned, because they usually distract drivers to cause unnecessary accidents to happen. Should any driver be caught by the police or traffic authorities using hand-held phones while driving on the road, a heavy penalty or even a jail sentence (not more than 6 months) should be imposed on that person. It will really deter any one from using it while driving!
In reallity you can't ban cell phone use in motor vehicles. If you tried you would probably have to change you address, Identity, SSN, and gender or else you will have angry mobs of people trying to hunt you down and kill youBut seriously I think that people shouldn't talk and drive. It's pretty dangerous. But honestly I can't endorse a ban because I too am guilty of driving while I talk/text. I have yet to get in an accident though! )
I don't think banning use of mobile phones in vehicles is the answer.Making sure that you use hands free devices and or speaker phone is a better solution. Most accidents happen when people aren't paying attention whether talking on the phone, looking down to change the channel or CD on the radio, eating, doing makeup, changing inside the car, taking care of the crying baby in the back seat. I fully agree that they should have hands free devices in every car or hell now days you can have a phone built into your car and buy minutes for it. It is a proven fact that having a cell up to your ear when driving affects you like you were drunk. With a hands free device it is just like talking to a passenger.
I think most people have used their mobile phones when driving at one time or another, I have done it and I nearly piled into an oncoming car, it really is one of the most frightening bad driving habits today, I dread to think what could have happened had I crashed into that car, not just to me but to the people in the other car. The thing is its just too dammed easy to do, people in general don't think their doing anything wrong, I have seen cars swerving all over the road for no apparent reason, you think to yourself, what the hell is wrong with him/her and guess what, they were on the phone. Unless someone comes up with a better way of controlling this, then the only way is to treat the offenders the same way you would treat a drunk driver, possibly even worse.
