Most heaters have a valve somewhere, this how they turn off the heat in summer. It could be stuck or there something wrong with the Temperature Switch, some use Vacuum Hoses and all the Switch do is route the Vacuum to do what your setting is for. I would try to check the Switches first as they should be easy to remove. Then try to find where the Valve located they can corrode in summer and not open when winter come.
Although I understand your not liking aerosol paint I would FIRST paint the stars with a good spray primer: it will bond well to the metal and give whatever paint you use next the tooth to stick. I would next apply an acrylic that will work with your glow in the dark paint and over-coat it with the glow in the dark paint. At least that is what I did for my grandson One other interesting material is the REFLECTIVE tape you can get at most large-box hardware stores or auto-shops. It will reflect the smallest amount of light rather brightly a nightlight, streetlights outside, hall light sneaking under the door ? I added a 1/4 strip of that tape around the edges of my grandson's stars he's outgrown them as a mobile in his bedroom, though he likes to hide them around the ranch to find them with his flashlight at night. We use it often here on the Ranch to mark the driveway, trails, and various buildings and equipment since we often have power outages in the winter so the ONLY lights are the headlights off the tractor or a flashlight. Sorry for pimping that product so hard, but I owe my life to it in 1992 my Navy helicopter crashed in the middle of the Pacific at night. My helmet was covered in that tape and IT was what the rescue crew saw.
