i have a 12V battery and a y power cable. will each side get 12V?

no u will not get coz current will be split and corresponding volts also

yess ofcose, hmm think of a analogy voltage is like the water pump and current is water, if pump have half the pewer becose its split then less current as well will flow in consideration to v=ir
yes you will have 12V each side, why?..because of the Kirchhoff's Loop Rule.. delta V = 0 for any path in a circuit that starts and ends at the same point. google the Kirchhoff's Loop Rule for more detail
