Is there a difference? I don't think it really matters which you do first. You should be matching your gear position to the road speed of the bike whether you are using engine braking or the brakes or both to slow. I use my brakes to slow the bike most of the time, rather than engine braking. Brake pads are easier to change out than clutches and brake pads are much more efficient at bringing a bike to a stop than engine braking. As I use the brakes to come to a stop, I downshift to match road speed, ending up in first gear just before coming to a complete stop.
I do not use the engine to slow the bike. I use the brakes. I only use the transmission to keep the engine in the proper RPM range for what I am doing at the time. For one thing. It is easy to downshift while going too fast and lock the rear tire. You could easily lose control. You have a lot more control using the brakes alone to slow. Also. What is more expensive to repair? Overhauling the clutch and transmission. Or replacing a couple of brake pads. I would prefer to replace a couple of brake pads than overhaul a clutch or transmission.
