Hi.I am a Japanese.Please tell me the meaning of drink from a fire hydrant?Isn't that a really to drink water from a fire hydrant, is it?I didn't understand this phrase from a website;So much of the Presidency, as they say, is a matter of waking up in the morning and trying to drink from a fire hydrant.Thanks!!

The laser can't, but you can mount the laser on a telescope with a light sensor and a filter of the right color. If the sensor detects a high enough reflection, it can trigger an audible alarm. That is basically how some alarm systems work; the light beam is aimed at a reflector, and the alarm goes off if someone steps between the light source and the reflector.
Simple fact of the matter is that on a mountain grade you cannot drive on ice without studded tires and they are only marginally superior to having non-studded tires. Even if you could drive down the mountain on studded tires you would have to drive very slowly to avoid ripping out the studs in the tires. Better to stay where you are and live another day.
Badly. You can drive badly on ice for two or three seconds. After that, you usually lose control and crash.
